Intersections are the important components of urban transportation, scientific andreasonable measures of traffic organization can help tap the potential of urban roads andimprove the capacity of roads and intersections. But in the actual traffic operation, there isstill exists the phenomenon that the time and space resource utilization of urban roads isinadequate. How to further tap the potential of urban roads to take advantage of the time andspace resource of intersections under the existing resource conditions and the measures oftraffic organization has become an important measure to ease the urban traffic congestion.According to previous research on intersection organization, signal control andchannelization design at home and abroad, commonly used methods of urban intersectionorganization are brought forward and summarized. The paper from the idea to set waiting-areafor through vehicles to be given the definitions and detailed analysis of the waiting-area forthrough vehicles setting conditions, channelization design, signal control, the length and thewidth in the cross-plane intersection to grasp the setting methods and related parameters ofthe waiting-area for through vehicles. Then it proposes two organization methods that releasethe through and left vehicles at the same time and release the through and left vehicles atdifferent time, and the two methods can be used in two situation that only set waiting-area forthrough vehicles and set waiting-area for through and left vehicles, it also proposes somesafeguard measures of the waiting-area for through vehicles. It Takes the traffic operationefficiency and energy consumption of the intersection as a starting point, and uses qualitativeevaluation and quantitative evaluation and simulation to evaluate capacity, stops, delays andfuel consumption. Finally, the paper selects the Min’an Road and Fuming Road intersection asan example and uses the micro-simulation software VISSIM to verify the view of this paper.The results showed that setting waiting-area for through vehicles can improve thecapacity of intersection effectively and reduce vehicle delay, but also increases the averagenumber of stops and fuel consumption.
