Research On The Road ITS Planning Of Shaanxi Province

Rapid economic development, making the rapid growth of ownership of the cars andtraffic, and brought a lot of traffic problems, traffic is more congestion, more traffic accidents,exhaust pollution and other issues. To solve these problems and more efficient of using thetransport infrastructure, the ITS entered our world. Like many large systems, ITS is alarge-scale system involving many fields, its architecture also requires in guiding thedevelopment of ITS architecture with some theories and methods,to ensure the integrity,strict and logical of the architecture, so it can provides a basis for ITS standards setting andsystems design and planning.Firstly, this paper discussed the related concepts of ITS and ITS framework, andanalyzed the related functions and benefits of ITS，and also describes several typicalapplications. Secondly, analyzed the ITS systems of the U.S., EU, Japan, combined thedevelopment trend of China with the development status of Beijing, Shanghai and otherregions, summarized the revelation of the development of ITS, and provide the basis for theresearch of the following chapters. Thirdly, summed the concept of regional ITS architectureand proposed two methodologies of developing regional ITS architecture: general method ofdeveloping architecture and based on National architecture method. It also proposed aregional ITS project implementation methods, through the Hierarchical Cluster Analysis toclassify the sub-regions, and research the implementation methods of projects, proposedphased implementation method. Finally, through the analysis of the development of roadtraffic of Shaanxi Province and the situation of road ITS development, the user demand forservices, Shaanxi road stage of ITS, concluded the ITS service needs of Shaanxi road users atthe present stage, and also come up with its logical framework and its physical framework ofShaanxi, and through the classification of the cities, designed the10years partition andphased implementation plan of Shaanxi ITS project, put forward policy recommendations ofroad ITS development.
