The Study On Theory And Framework Of Transport Planning In Regulatory Detailed Planning

The special transport planning is always a weak link after the"Regulatory Detailed Planning"was introduced into China. As the unceasing development of urban economic and the enlargement of construction scale, the transport resources become scarce and the transport problems become prominent. Based on this situation, the position, the contents and the depth of transport detailed planning should be enhanced further. This paper is an exploration on improving the theory and framework of transport planning in regulatory detailed planning on the base of a massive absorption of lots of researchers'related studies.First of all, this paper describes the theories system status of transport regulatory detailed planning in china and abroad, and it analyzes several cases in China. According to those experiences, the paper finds out four problems mainly including the systemic problem, the qualitative and quantitative problem, the balanced coordination between transport and land use and the contents and depth of the control system. Then, based on the interpretation on establishment processing of the regulatory detailed planning, the paper proposes the frame and system of transport detailed planning.Secondly, from the view of urban land use, the paper analyzes various traffic characteristics of different function and intensity; and the paper cites the conception of differential competition traffic zones to emphasize its significance. Then, after the traffic demand forecast, the paper makes relevant regional traffic mode and strategies according to the function and nature of land use.Thirdly, above those analyses, the control index deepening and control index innovation are put forward. The paper present a frame of transport detailed planning, which contains road network system, transit system, parking system, bicycle and pedestrian system and other transport facilities. Moreover, the paper carries on the discussion on principles, methods, contents and depth of transport regulatory detailed planning.At last, the paper corroborates the application of theory and framework of transport detailed planning through an example of Jiangyin.
