It based onthe construction project cost management system, project management theory and costcomposition. It can make the project cost management timely and systematic by Mobileterminals. This system has nine parts： System permissions, information of project,construction crew, material staff, safety officer, mechanical administrator, other staff, costpersonnel and the project manager.In the first part, this essay analyzes the research background of engineering project costmanagement system, and follow the requirements of project management information of the12th Five-year Plan which issued by the Department of Housing Construction, and thensummarizes the findings of current scholars in information management system ofengineering project cost management theory.After that, the essay studies theories of the cost management, cost information,information system and the android platform and through introducing Android platform as thesystem environment of project cost system to discover the system’s framework, designprincipal and specific system tasks which based on Android Platform. The author states everyfunction modules design content，and tests the system on mobile terminals to check whether itcan realize the accurate operation of cost control.The research on cost management is a complex mission.
