. The issue of the "Bidding Regulation of P.R.C." in1999is a major milestonesymbolizing the construction bid process as regulated following formal legal systems.As the scale of bid grows, more and more attentions have been drawn to the biddingmarket, which lead to several intractable problems. Such problems may violate theopenness and fairness of the bidding process, which lead to low quality bid andinterrupt the order in the bidding market. This research is therefore to address theseproblems from each stakeholder’s point of view, with an analysis of the source of suchproblems based on the historical studies and the author’s work experience in thebidding market.In recent years, the bidding process has became more and more in electronic forms.Such practice is good for the development of the bidding market in the long run. Theelectronic bidding platform is in mainstream of practicing now and in the future. Theadministrators for the construction market in Tianjin has designed and built biddingsupervision and administration systems including Tianjin Construction InformationWebsite, Tianjin Construction Market Supervision and Credit Information Platform,Tianjin Construction Project Online Bidding Registration System, TianjinConstruction Project Bidding Expert Website, and Tianjin Construction Project BidEvaluation System. Based on the Tianjin bidding supervision and administrationsystems mentioned above, this thesis analyzes the working process of the keystakeholders during the bidding process following the applied rules and regulations.The key stakeholders involved in the bidding process include the developer/owner, thebidding agent, bidders, bid expert, and bidding supervision agencies.With such pointof view, the thesis presents how the stakeholders work within the current supervisionand administration system to solve the current problems within the constructionbidding market--owner’s mal-preparation of bid documents, false bid, colluding inbidding, illegal subcontracting,illegal behavior of the bidding agencies, unethicalbehavior of bid evaluation by invited experts, inability of construction administrationagencies, and other performance violating applied rules and regulations. Based on theresearch results, the bidding supervision agency could regulate the bidding procedure, avoid unethical bidding performance by using the bidding supervision andadministration systems. Such results contribute to the bidding supervision agenciesand also to the future improvement in standardizing the construction biddingprocedure. Suggestions are made in such areas as well.
