A Study On Administration And Supervision By District Government For Construction Quality

The administration and supervision by government for construction quality is necessary in any country. It plays an active role in impoving and ensuring the quality of construction project. Panyu District of Guangzhou City, which is located at the forefront of social economy reform and development in China, has established a comparatively perfect system of the administration and supervision by government for construction quality. At present, there is the important period of urbanization development for Panyu District. With the flourishing development of construction, the scale of construction engineering increases greatly and the technical difficulties increase continuously. The administration and supervision by government for construction quality is facing enormous challenges. The research on it is very practical significance in construction engineering.The studies in the dissertation are mainly as follows.(1)The development and characteristic and management mode of administration and supervision system for construction quality at home and abroad are introduced. Through analyzing the present situation of the administration and supervision by government for construction quality and making use of the successful experience of foreign countries for reference, the suggestions is put forward improving the legal system, enhancing personnal quality and developmenting the effective mandatory guarantee and insurance system and so on.(2)Taking the development of Panyu Construction Project Quality Government Administration and Supervision as example, the evolution of system of the administration and supervision by government for construction quality is reviewed. By the questionnaire, the present conditions of the administration and supervision by government for construction quality in Panyu are analyzed, and the reforming measures are put forward which include the more perfect social credit system, the strengthening of the supervision team, the reforming of the regulatory system, the promoting of the information supervision, the establishing of the construction quality assessmen and so on.(3)The meaning and content of construction quality assessment system are discussed. The multi-level fuzzy comprehensive evaluation model is building which are more comprehensive and scientific and objective for evaluating the construction quality. By quantitative analysis using the model, the accuracy and effectiveness of the administration and supervision by government for construction quality can be improved. One construction project in Panyu District is taken as an example to analyze. The success and shortcomings of the administration and supervision by government for construction quality is found. The improvement suggestiongs are put forward to guide the actiongs of government for the quality supervision, and to promote the development of the supervision and the management capabilities of the supervison, and to promote the improvement of construction quality ultimately.
