Since China reforming and opening up, the state putted great power intodevelop engineering infrastructure, and weak current system is at present the maincontent of the intelligent building trend, therefore, weak current engineeringconstruction is particularly important. Because of the urgency of change of the weakcurrent engineering is often happen during implementation phase, and these changehave some characters such as less change function, does not affect the main bodydesign, the influence of the close of Cost,schedule and quality and so on. The otherreason is weak company has high-tech dependence, so the demand for practice abilityof talent is high, but due to the company limited scale, make its limitation on humanresource selection, design position competency restricted the development oftechnical talent and their problem-solving ability. In order to solve this problem, thelimits of both position need to be eliminated, a new urgency changing competencymodel need to be built, which can make new technology talents role conversion intwo positions easily, so as to achieve the aim of solving practical problems.This article research mentality is a combination of Chinese and foreign aboutengineering change solution and relevant competency model research and analysis,Through analysis of engineering change the relationship with the competency model,determine the competency model to the selection of the technical personnel is themain method to solve the problem of emergency engineering change, the concretemethod is to use grey correlation analysis method analysis the relation betweenengineering emergency change characteristics of the elements and the competenceelements, and then build an emergency change personnel competency model to selectthe technical talents, using interview method and questionnaire investigation methodto construct the competency model elements, validated hierarchical factor analysismethod analysis these factors are weighted analysis, and concluded the emergencychange personnel competency model, using structural equation method to verify thismodel. Regression to the actual case, develop the solution to the implementation ofthe emergency change process and method, make the mainly technical personnel tosolve engineering emergency change method can get effective application in the weakcurrent engineering company.The significance of this research is proving the objective basis for the weak current engineering company human resource recruitment, so that the company canset up proper personal training system and predict the trajectory of talents., andImproving the efficiency and ability of problem solving in the project constructionstage for weak current engineering company, providing technical personneldevelopment a new direction.
