As the development and construction of the sea in the north of China.Marine fisheries,maritime transport,offshore construction and marine tourismhavebeen rapid expanding.Sea fishing vessels,merchant ships,sightseeing cruise,touring ship and so on,are rising quickly,and marine transportation got more and more regular.Meanwhile,maritime safety risks are also growing.How to prevent and solve the maritime traffic risks of the sea in the north of China,continuously improve the ability and the level of maritime rescue of the sea in the north of China,is an issue to be solved urgently by all relevant departments.In this paper,aiming at the problems of duty spotsarrangement and rescue strength allocation optimization for sea specialized rescue ships.Firstly,the shortcomings of the North Sea Rescue Bureau on duty arrangement and strength allocation were analyzed.Second,An overview of the northern sea area and existing maritime professional rescue forces are taken into account.And fuzzy c-means clustering algorithm is used to solve the problem of salvage ship on duty.And then set up rescue ship configuration model.Based on the data of maritime accident and rescue from 2012 to 2016 of the sea in the north of China,As a result,the coverage of the maritime salvage program in the northern part of the sea has been expanded 57.14%,theaverage response time to accidents is shortened 14.64%,the validity of the proposed model and algorithm is verified.In addition,Sensitivity analysis of the coverage of rescue forces and the weight of the total response time of the accident found that,with the increasing degree of emphasis on coverage,?1is constantly increasing,the total coverage of relief duty points has been continuously expanded,and the total response time to incident points within coverage is relatively increased.Similarly,with the increase of the degree of partiality of response time,the total response time of relief duty points to accidents continuously decreases while coverage decreases.As the coverage area is expanded,the accident point farther away is included in the rescue area,thus increasing the total response time to the accident,which shows the rationality of the result.
