In recent years, with the rapid development of highway in our country, by the end of2013, the highway mileage has reached100,000km. With the expansion of the scale ofhighway network continuously, local highway network has been initially formed in ourcountry. The focus has gradually transferer from road construction to the maintenance andmanagement of the road.In order to improve the performance and service capacity of the highway, it must use thetimely and effective maintenance and management mode, which requires the reasonablelayout of maintenance work area and adopts the scientific management mode.Based on this, according to the type of road disease, maintenance tasks and the layout ofroad network, the maintenance work area were divided intol3levels, forming the differentfunctional requirements, configuration and maintenance station. And the specific gradedstandards, functional requirements and configuration standard were given. The economy ofmaintenance work area were analyzed.For the set covering problem of maintenance work area, mathematical model wasestablished. Considering the various fees and a certain technical constraints, using timeconstraints and the combination of the shortest path and circuit greedy heuristic algorithmwere proposed.Based on highway network in Shaanxi province, combining with the research oftemperature coefficient of asphalt mixture, through theoretical calculation performed thereasonable layout of the highway maintenance work area. Aiming at the disadvantages ofShaanxi province highway maintenance management mode, a new mode of maintenancemanagement of Shaanxi highway was proposed.Put forward the preliminary ideas to solve the problem of highway maintenance, andfurther analyzes the layout and management pattern of the new highway. And the socialbenefit and economic benefit were assessed.
