| China is in a process of rapid urbanization. Meanwhile, national policies ofdeveloping “New Socialist Countryside†make the building development in rural areasaccelerate. However, due to historical, culture, and social causes, the implementation ofofficial or legally binding village plans is still facing great difficulties. Based on thepublic management practice in two villages in Guangxi Zhuang Autonomous Region,this paper is intended to compare the villagers’ satisfaction to official village planimplementation in both villages, summarize and analyze the managerial experiences, inorder to identify and explain interrelations between internal and external factors whichlead to the distinct performances of village plan implementation. Moreover, accordingto the theory of common-pool resources by Elinor Ostrom, the mechanism of action ofthe internal factors has been explained and assessed, and the causes of the discrepancyof the self-governance ability in village plan implementation have been discussed. In theend of this paper, the author has drawn the conclusions that the performance of villageplan implementation turns on the interactions of the internal and external causes, and thepolicy proposals of improving have been presented. |
