With China’s rapid economic development, the engineering projects’investment is increasing throughout the country. Strengthening the control of project investment, especially the control of budget of the investment during design phase become more and more important, the current main problems of investment control at design stage are as follows:insufficient design scheme comparison inadequate attention to the control of investment at the design stage, lack of strong consciousness of investment control, control value, the imperfection of the related rules and regulations, etc.The deficiency of investment control, adopted method and the development course of the domestic and foreign construction project at the design stage were comprehensively summarized in this thesis, and the use of the investment control in design stage of three main approaches such as theory of value engineering, quota design and expectations index and their problems were summarized. The content of the construction project investment control scheme during the design phase was completely discussed in this thesis, the content including attaching great importance to the early market research, carefully writing the commitments of the project design, optimizing the design organization, attaching great importance to the management of the design contract, optimizing the design scheme. Scheme optimization model of construction project during design stage and the value engineering optimization model based on the quota design principle were established, and the issue of how to choose the design scheme and the method of project investment control was theoretically discussed in this thesis. Considering selection model of expectations index, the selection of design scheme means adding expectations index of owner, and then selecting the design scheme which is most conforms to the owner’s expectations and with the least investment; based on quota design and the theory of value engineering, the scheme optimization model was established and under the premise of use function of construction project, a third professional unit was introduced, and then the selected scheme can be further optimized till achieving the final requirements.
