Schematic Design Of PPP Project Of Yulin Yellow River Diversion Project

Water conservancy construction projects not only play an important role in the national development layout,but also play an important role in promoting the rapid development of the national economy.At present,there are situations where water supply capacity in some parts of the country severely restricts sustainable economic development.Therefore,while further increasing water conservation and compressing and reducing water demand,how to ease the balance of water supply and demand has become a top priority.As an important industrial base of the country,Yulin's water supply capacity in its area severely restricts its economic and social development.Based on this background,the Yulin Municipal Government began to focus on the construction of water conservancy projects.It is planned to start construction of the Yellow River Diversion Project in Yulin in the near future.Due to the limited financial capacity of the government and the long construction period of water conservancy projects,a large amount of funding is required.During the operation period,a large amount of operating capital is required to maintain it.The general public budget of the municipal government severely restricts the development and operation of its water conservancy projects.Facing the shortage of water resources in Yulin City and the lack of funds in Yulin City,the municipal government chose to use Yulin Water Resources Bureau as the implementing agency and carry out water conservancy engineering construction projects in the PPP mode.It is hoped to use the funds of the social capital side and its rich construction experience to solve the project construction problem.As the Yulin Municipal Government is in the process of trying the PPP model,the specific issues need to be improved.This paper uses the literature review method and case analysis method to combine theoretical knowledge with actual data and experience to study the PPP project plan of the Yulin Yellow River Diversion Project,discusses the feasibility and necessity of the PPP model in the field of water conservancy construction,and analyzes Yulin City in depth.The degree of matching between government finance and PPP model,sorting out the possible risk points during the implementation of the Yulin Yellow River Diversion Project,and putting forward specific safeguard measures and measures for the model's risk points.Based on domestic and foreign literature and public service theory,this paper summarizes the development status of the PPP model in the domestic and foreign infrastructure field,analyzes the operating mechanism of successful cases of the PPP model of water conservancy projects in China,and combines the current PPP policy and government investment and financing system.,Government budget law,etc.,in-depth analysis of the Yulin government investment and financing model,discusses the need to carry out projects in the PPP model.Based on field surveys of the Yulin Development and Reform Commission,Yulin Water Resources Bureau,and Yulin Finance Bureau,combined with the financial situation of Yulin City and the existing financing model,the PPP mode operation plan of the Yulin Yellow River Diversion Project was proposed,and a series of PPP projects for the Yulin Yellow River Diversion Project were guaranteed Measures.Design the implementation process and key nodes,focusing on key core links such as project transaction structure,project risk framework,project procurement,contract system,and regulatory framework,and set social capital party qualifications,investment return model mechanisms,and engineering construction technical solutions 3.Detailed design of the project operation mode plan.The research results of this paper are of great significance for solving the difficult financing problems faced by Yulin Water Resources Bureau,and at the same time have certain reference significance for the water conservancy projects financed by the PPP model in China.
