With the economic development, the number of dangerous cargoes carried by ships grows rapidly in Shandong province in recent years. At the same time, environmental pollution caused by tanker accidents is increasingly drawing people’s attention. When the tanker loaded with tar oil sailed out in1990, it was the beginning of the transportation of dangerous chemicals on board in Lanshan, marking the beginning of Rizhao MSA’s supervision on dangerous chemicals in bulk carrier! In the twenty years,Rizhao MSA has accumulated much experience by continuous exploring and concluding. Besides, we made the management procesures and the operating manual of dangerous chemicals, created the model of tanker’s inspection and became the first one who implemented the SSSL. Moreover, we developed the dangerous chemicals emergency response database and cultivated a group of skilled professional and technical personnel for dangerous chemicals’supervision.Rizhao has two ports separately named Shijiu port and lanshan port and51berths including11ones for liquid dangerous goods in bulk. Among the11berths for liquid dangerous goods in bulk,8of them belong to Lanshan port, so they are comparatively crowded in Lanshan port. What’s more, both the quantity and variety of dangerous goods are impressive in Lanshan. In2012, the total varieties of dangerous goods added up to79, while the cargo handling capacity amounted to20,000,000metric tons shipped by more than4000vessels in Lanshan.Transportaion of dangerous goods by ship is a systematic engineering, involving many units-local government, MSA, relevant business companies, and so on. The fact that they work separately together with the traditional supervision can not meet the requirements of rapidly developing port, and especially can not ensure the long-lasting safe operation of dangerous goods! Therefore, building a safety chain has become an effective measure to improve the safety of dangerous chemicals in Rizhao Lanshan District.The paper will mainly study the hazardous chemicals’production, handling, and storage; analyze the interconnections among the links of transportation of dangerous chemicals by ship and the weakness; Based on the research, specific proposals and management strategies on safe production, safe navigation, terminals and storage units, emergency response capacity, and maritime administration will also be offered.
