Research On The Changes Of Urban Planning Gement System Of Shanghai Since Reform And Opening Up

A good urban planning management system is an important guarantee for a city with high efficiency of city construction, reasonable city space structure and beautiful image. The national urban planning management system has improved since the policy of reform and opening. The Shanghai’s urban planning management system also moved forward and formed the unique model of institutional, and made remarkable achievement that effectively promoted the coordinated development of urban construction, planning and management. As the other megalopolis, Shanghai is affected by the globalization of markets as well and get ready for renovation and reform. It’s necessary to do a systematic and detailed research about the history changes of Shanghai’s urban planning management system and its positive reform thought.This thesis is going to do a survey about formation of hierarchical management model of Shanghai’s urban planning management system and analyze its current situation and summarize the development characteristics. Meanwhile, find out the existing problems and put forward the reasonable and effective countermeasures suggestions for further perfection.This thesis consists of three parts:The first part is theoretical basis, which includes chapters1and2. Chapter1mainly introduces the background, the significance and ideas of this article. Chapter2introduces the relevant theories and combs the domestic and foreign research about the urban planning management system.The second part is the main part of this article, which includes Chapter3, Chapter4and Chapter5. Chapter3is summary of development course of the national urban planning management system since the reform and opening up and analysis the current characteristics of the national urban planning management system. The purpose of this chapter is to understand the choice of Shanghai’s urban planning management system under the the changes of national planning management system. Chapter4is related to the development course of Shanghai’s urban planning management system. Mainly discussed the formation of hierarchical management model of Shanghai’s urban planning management system and analysis its development characteristics. Research shows that since the reform and opening up to now, the Shanghai’s urban planning management system mainly experienced three stages: recovery at the early stage of the reform and opening up, and reform in the1980s, and refine development after2003.Meantime, Research finds that process of the changes of Shanghai’s urban planning management system almost accord with the process of the changes of national urban planning management system since the reform and opening up.However, model of Shanghai’s urban planning management system not only following the model of national urban planning management system,but also formed the unique patterns on the basis of the reality of own development, which does not accord with the country’s instructions. Chapter5is discussion about the some main existing problems of Shanghai’s urban planning management system, and then present the some specific suggestion to further perfection. Research shows that Shanghai’s urban planning management system still has some deficiency,such as the setting of institution is not sound, public participation in planning management is weak, the system of supervision is not perfect, and so on. Based on these deficiency, this paper attempts to table the optimized proposal of Shanghai’s urban planning management system.The last part is the conclusion and prospect, mainly combs the main conclusion of the article, and inadequacies of the study and future prospects in research.
