The research target of this paper is for the government investment in basic research and analyze each construction project process, especially for the central state organs construction projects on the basis of the engineering cost management put forward some improvement measures, strengthen the whole process cost management method and key node control effective way to work.State-owned construction unit, in particular, very strict with the procedures prescribed by the basic construction, is not only the various laws and regulations issued by the state, but also to the regulation of investment issued by the competent department of the strict execution; Secondly and security measures of the project communication management has a special requirement, this kind of relatively high political sensitivity of the project, whether it is a confidential project approved the state secrecy bureau or the central state organs construction projects requiring security, require cost consultation institutions maintain vigilance, all need to sign a confidentiality agreement before the start of each project; Now more and more projects need again the whole process of cost control, it is not only the need of the construction unit, also is the competent department of investment funds under operation safety, in every stage of the capital review (investment estimation budget review, review, financial centralized payment, settlement audit, financial audit final review).
