Cost Supervision Network System Of The Government Investment Projects With Agent Construction Management

With the deepening of the construction system reform, agent construction is increasingly adopted in government investment projects."Three exceed" problem is still one of targets to overcome by investment control, which takes extensive concern of the society and the public. There are also some problems about the government’s supervision to the agent construction, such as the inexplicit supervision goal, substandard supervision flow, imperfect supervision system and so on. This paper is the sub-project of the National Natural Science Fund Project of Build the Supervising and Control System of Construction Management for non-profit Government Invest Projects. Based on the summaries in the research achievements, the thesis emphatically analyses contents and key points in supervision of the agent construction management from the construction agent and the government perspective, all of which aims at the current situation and the solution to the implementation problems. This thesis constructs cost self-control system and supervision network system. Finally, we applicant extension fuzzy theory and set up the extension fuzzy comprehensive cost supervision network system. The system guaranteed security effective use of the funds in the agent construction project. Government can learn and master whether the agents’ management action or activity is legal and reasonable in time according to this system. It provides a foundation for evaluating construction agents and it is scientific, advanced and rational in some extent.
