As the support system of power communication network, network management system (NMS)’s safe operation can ensure the effectiveness and stability of the all network. After analyzing the vulnerability and threat in the NMS, this paper realizes the calculation of risk value and the reliability evaluation of NMS.The vulnerability and threat in the NMS is presented based on the research of the exposing functionality and business content. According to the characteristic of different hierarchy in NMS, layered structure of NMS is proposed and evaluation models are determined, which are on the basis of structure and business content. As for NMS in power communication network having its own character, the value-at-risk can be gotten by calculating the vulnerability value and the mean time between repairing (MTBR) of each module, which can be used to compute the comprehensive risk value of whole NMS. On the other hand, the determination of assessment indicators, evaluation algorithm and result expression are based on the trunk circuit supporting system safety risk assessment project of power communication network in Qinghai province. At last, Visual C++6.0are applied as the developing tools in the realizing of security risk assessment for NMS in power communication network.Test results of assessment software show that the evaluation algorithm and its fulfillment process are with rationality and feasibility.
