Water is the important natural resources for human survival and development,it is the source of life and water resources is the guarantee of promoting sustainable economic social development.Human production and the life activity could not stay away from water resources.Shanxi province is located in the central China and water security problems exist for a long time, mainly for pollution of living water, industrial and agricultural waste water, has seriously affected the sustainable development of Shanxi province’s economic and social stability.Therefore, the comprehensive evaluation of water resources safe in Shanxi Province has long-term significance.In this paper, from the perspective of water resources security factors, to evaluate stage of Shanxi province in 2000-2011,the main research contents and results are as follows:Based on the evaluation of water safe in Shanxi Province, using the system of water resources pressure-state-response,constructs the evaluation index system of water resources security.Selection 23 representative indexes such as water resources supply and demand ratio,ten thousands Yuan of industrial GDP water consumption, industrial waste water discharge compliance rate, city sewage treatment rate and environmental protection funds accounted for the proportion of GDP. According to the importance of each evaluation index in the evaluation system, using AHP(the subjective weight) and the improved entropy method(objective weight) to determine the weight,by the methods of equal-weighted to decide Comprehensive weight of the evaluation of index in assessment system.On the basis of the index evaluation level of division,calculating the standard membership degree of each index.Using Chen Shouyu’s variable fuzzy recognition model respectively by layer calculation of each evaluation index system, to get the value of each subsystem and the comprehensive evaluation of Shanxi province water security. And evaluation and analysis each subsystem and integrated water resources safety in Shanxi Province from 2000 to 2011. The results show that Shanxi Province integrated watersafety degree in 2000 to 2011 by the moderate risk rises to the danger, and then to the primary safety. Integrated water safety has reached the peak in 2011.In 2001, 2002, 2004,2005,comprehensive water security degree decreased.According to the evaluation results of the analysis of Shanxi province, proposing six improvement measures to guarantee the safety of water resources.Follow as the unified management of water resources,intensify law enforcement,construction of water-saving society,popularize water resources safety education;adjusting the structure of the three leading industries, promoting of green environmental protection economy; improving the efficiency of utilization of water resources,building a comprehensive water-saving society; constructing a reasonable water price mechanism to increase fees; promoting water resources security law enforcement, perfecting the legal safeguard mechanism of water resources security protection.
