Water is one of the basic natural resources essential to the survival of mankind, it is alimited resource and cannot be replaced by other resources. Because with the populationexpanding and the scale of the socio-economic level continuous improving, the people’s dailyconsumption of water and the demand of industrial and agricultural production for water areincreasing. The water ecological environment has been seriously damaged that leading to asharp reduction in the number of water resources. The water quality reduced gradually, andthe circulation system and regenerative capacity of water resources are seriously affected. Thewater supply and demand imbalance in the situation has become very serious. How to dealwith the relationship between water resources and population, economy among the wholesociety becomes a problem of common concern.An acute shortage of water is one of the serious problems in Shanxi Province. Theimbalance between supply and demand of water resources has become the hard constraint ofthe region’s economic, social and ecological sustainable development. It is of importanttheoretical and realistic significance to analyze water resources carrying capacity of regionaldevelopment in Shanxi Province, make effective regulation of water resources planning andprotection measures, to achieve the optimization of the reasonable allocation of waterresources in the province and finally to realize the balanced and sustainable development ofeconomy and environment.The current study has taken Shanxi Province as the research subject; has selected thetotal water resources, annual precipitation, total population, per capita GDP and others asvariables. By using principal component analysis and TOPSIS method, the carrying capacityof water resources in Shanxi Province and the cities around were analyzed. According to theindex data, the annual carrying capacity of the different levels and the carrying capacity of thecity around the Province were calculated. The result show that the current carrying capacity ofwater resources in Shanxi Province are overall at the low level, the trends of carrying capacityof water resources in Shanxi Province and the major impact factors were also revealed.Finally, it was proposed that the main problems existed in the study area are the ways ofdevelopment and utilization of water resources. Taking full account of the natural andgeographical conditions of the study area, the proposed water conservation, pollutionprevention, centralized management, improvement of water utilization measures and proposals should meet the foundation of hydrogeological conditions and socio-economicconditions of Shanxi Province so as to fit the needs of Shanxi Province and the city around toconduct sustainable development and utilization of water resources.
