Water as a valuable resource, it is our humanity and all the survival and development of biological material foundation, especially for human survival, water, daily life can not water, especially with the improvement of people's living standard, the dependence on water more, Also is the material basis of social and economic development, agricultural production activities without water supply. But with the human, to raise the level of human life and the development of national economy, etc. Water resources system brings a series of problems. The shortage of water resources, water resources and water environment pollution damage, even the whole to the ecological environment. Therefore this paper in Shanxi Province as an example, follow the principles of sustainable development in Shanxi Province, probes into the water resources carrying capacity.Based on the systematic analysis of the concept and connotation of the water resources carrying capacity and the research status and research method, on the basis of the data access to information, understand the nature of Shanxi Province, economic and social development, and the water resources development and utilization status. Selection and utilization of water resources, water supply module, module and utilizing the cultivated land per capita water supply, authors and ecological factors index system, using six of fuzzy comprehensive evaluation method for constructing model, shanxi capacity assessment. The main research results are as follows:(1) According to the connotation of the water resources carrying capacity and the characteristics of Shanxi Province, according to the analysis of the water resources carrying capacity index system requirements, the final selection efficiency of water resources, water supply module, water, land, utilizing the modulus of authors and per capita water supply six factors analysis to evaluate the water resources carrying capacity.(2) Through a comparative study of the advantages and disadvantages of the methods of the water resources carrying capacity, a fuzzy comprehensive evaluation method to evaluate analysis. And according to the factors affecting the single factor, a fuzzy comprehensive evaluation method, the calculation of shanxi 2003-2005 the water resources carrying capacity evaluation score.(3) Finally calculated the water resources carrying capacity in Shanxi Province in 2003, 2004 0.4476 score for the water resources carrying capacity of shanxi, 2005 0.3745 score for the water resources carrying capacity for Shanxi Province from above, the score 0.32745 score can see the water level in Shanxi Province, and very low from 2003-2005, in declining value. Shanxi Province shows that the water resources development and utilization has already close to developing capacity, high water, water shortages, potential smaller. The contradiction between supply and demand, and over time, the water resources carrying capacity in decline, should cause the attention of people.
