Single-fighter combat mode is unable to meet the request of combat missionunder the informatization battlefield environment. Multi-fighter cooperative combatis the most effective air battle mode so that it is the research focus of the militaryexperts all over the world. The study object in this paper is the multi-fightercooperation effectiveness evaluation. The evaluation results are unreliable because ofthe uncertain factors during evaluating the combat effectiveness. Measures must betaken to reduce the influence on evaluation results, which makes the results morescientific. The main work and innovation of the paper are as follows:1. The study of multi-fighter cooperative combat mode are accomplished todetermine the study object. The basic theory of effectiveness evaluation is elaboratedto analyze the advantage and disadvantage of the popular effectiveness evaluationmethod. Meanwhile, the uncertainty problem in the effectiveness evaluation isdetermined by analysis.2. The index system constructing process is improved in this paper comparedwith the traditional Delphi consultation method, and the experts-self reliabilityverification consultation table is involved. The repeated consultation part is improvedby a new statistical calculation algorithm to solve the problems such as not objectiveindex and uncertain index set in the traditional Delphi consultation method.3. The analytic hierarchy process based on intuitionistic fuzzy is improved inthis paper, which consider the intuitionistic fuzzy set when constructing the judgmentmatrix. The uncertain subjective problem in the traditional analytic hierarchy processis solved and the weighting results are more objective. At last, an example is given toverify the rationality of the weighting method.4. The improved maximum deviation weighting method based on intuitionisticfuzzy is proposed. The middle layer and bottom layer index are weighted to avoid thelimitation of single assigning method. The intuitionistic fuzzy set is brought in tosolve the uncertain problem such as reliability, which can make the weighting resultsmore reliable. The rationality and effectiveness of improved weighting method is verified by theory analysis and simulation.5. The key index which is related to the mission accomplishment is chosen byanalysis according to process of the multi-fighter cooperation combat. Themulti-fighter cooperative combat effectiveness evaluation index system is set up andevery single index is analyzed qualitatively and quantitatively. At last, themulti-fighter cooperative effectiveness evaluation model is set up and verified itsrationality by example.
