In recent years, with increasing emphasis on indemnificatory housingconstruction, policy on indemnificatory housing continuous released, indemnificatoryhousing system gradually formed since1990s,which helped to solve the housingproblem of some family. The implementation of indemnificatory housing project notonly helps tp improve the living conditions of low-income residents, but also is animportant livelihood issue, which has great significance on improving livelihood andthe promotion of social harmony and stability. The project bidding in process ofaffordable housing construction should strictly compliance with relevant laws andregulations. The management of bidding should be paid appropriate attention.Based on the elaboration on existing indemnificatory housing bidding procedureof Changchun Rundder Real Estate Development Co.Ltd, with cause and effectdiagram, the thesis analysis the problem on human resource, working method,material supply, equipment resource, working environment and supervision, andidentify below6problems: First, the person who in charge of biding lacks ofexperience. Second, biding management system need to be improved, no standard,normalized and institutional management system and procedure existed. Third, theresponsibility is not clear defined between the company and the department which incharge of biding management, buck-passing problem exists when met problem.Fourth, management on cooperation company and the ability to integrate resourceneed to be improved. Fifth, there is no risk assessment on the problems which mayoccur on the biding procedure, and no contingency plan on unexpected problems.Sixth, executives in charge of the bidding didn’t supervise adequately.Besides finding out the main problem, with5W1H,ECRS,CPM,the thesisoptimizes bidding management procedure. First, the thesis improve the bidding management procedure, and the management of counterparty and the ability tointegrate resources. Second, determine the standard bidding scale and bidding method,improve the procedure of project bidding management. Third, improve the company’sbidding management organization and clarity of responsibilities. Fourth, determinestandard bidding procedure of indemnificatory housing program. Fifth, optimizebidding procedure of indemnificatory housing program.Sixth, identify assessmentindicator of indemnificatory housing program.With risk evaluation, PIP,IDEF, the thesis establish safeguard method of biddingprocedure optimization. By adjusting management structure, identifying assessmentindicator of indemnificatory housing program, establishing cost and schedule controlmodel, establishing bidding management information system, setting risk controlmethods, to make sure reduce risk and cost of bidding management, and ensure thesmooth implementation of the bidding management program.
