Second, biding management system need to be improved, no standard,normalized and institutional management system and procedure existed. Third, theresponsibility is not clear defined between the company and the department which incharge of biding management, buck-passing problem exists when met problem.Fourth, management on cooperation company and the ability to integrate resourceneed to be improved. Fifth, there is no risk assessment on the problems which mayoccur on the biding procedure, and no contingency plan on unexpected problems.Sixth, executives in charge of the bidding didn’t supervise adequately.Besides finding out the main problem, with5W1H,ECRS,CPM,the thesisoptimizes bidding management procedure. First, the thesis improve the bidding management procedure, and the management of counterparty and the ability tointegrate resources. Second, determine the standard bidding scale and bidding method,improve the procedure of project bidding management. Third, improve the company’sbidding management organization and clarity of responsibilities. Fourth, determinestandard bidding procedure of indemnificatory housing program.
