Plan route is a route plan that fixed by the seafarers before the vessel begin to sailing.Withthe increasingly maritime traffic business, the traffic flow in the coastal become more and morecomplex, for the ship which sailing in the transportation complex area, being able to know inadvance that other ship’s planning route information in the region can in one hand help thevessel make the pre-avoiding decision,in the other hand help the shore base station monitoringthe routes safety and analyse the future navigation risk. Undoubtedly, It can avoid ship accidentseffectively.By study from the EU Monalisa project’s "green route" advanced concepts, combined withChina’s actual AIS application condition and China’s coastal sea navigation environment, thispaper considers the development and application of Planing routes sharing system based on AIScan protect the vessels from the ships’ navigation risk cause by the absence of the futurenavigation safety information and improve the safety monitoing capacity of the maritimedepartment.Planing route sharing system is an integrated systems, to complete the research anddevelopment of the entire system and theoretical argument will cost a long time and a lot ofdevelopment work. In this article, the research work focused on the system technologyachievement research and AIS6、8route message encapsulation, broadcast and receivesubsystem development.Take a hard work on the AIS message broadcast methods,broadcastcycle, broadcast content, route message exchange mechanism between ship and shore, a riskspecies under the conditions of the known planned route, risk assessment system and relatedalgorithm factors, the system’s composition, achieveing function. The system is composed ofthree sub-system: AIS broadcast, receiving and analyzing sub-system,the risk assessmentsub-plan route condition warning subsystem, ECDIS planned route display subsystem.The papercomplete the AIS6,8route message encapsulation,decoding software developed, and test it onthe AIS equipment, verify the feasibility of AIS route message’s exchange, Take the foundationof the development of ECDIS plan route display subsystem and route risk assessment subsystem.Through the theoretical research and programe development and design of the route-sharingsystem, this study gives the system’s framework,technology and achievement method.By thetime, the research also exist a lot of problems:the message’s slot and the length of the usefulASCII code is hard to make;the accuracy of the risk assessing Mathematical Model is need to improve; recommend route’s achievement and exchange mechanism is expected to be deepresearch;Plan route, recommend routes’ standard’s diplay methods on ECDIS is expected tostudy.those questions would be expected to development by the workteam in the future.
