The electric power communication network is one of the two network entities of the State Grid Corporation and a national important infrastructure for constructing the world-class power grid and enterprise. The electric power communication network specially serves the power system and its communication services require high-grade real time, reliability of control and security. The electric power communication network planning is one of the key factors that influence safe and stable operation of power system. It is an important aspect of evaluating power system performance and management ability and renders significant reference for developing electric power communication network. Rudong Power Supply Company is a pilot unit of prefectural region electric power communication " the12th5-year plan". According to the compiling experience of prefectural region communication planning for "the12th5-year plan", I designed the prefectural region electric power communication system structure, represented the importance of electric power communication planning, briefly summarized the current situation of the prefectural region electric power communication network, analyzed and forecasted the development needs of the electric power communication network and detailed the communication construction development technical principles. Based on my practical experience, this article posted key requirements in the construction process of the power system communication planning, including transmission network, service network, telecommunication supporting network, universal management system, channel scheduling and specialized management. It also discussed the application of the new technologies in power system.
