Smart grid has been proposed in many countries, and gradually improved after years of development, so Strong smart grid with Chinese characteristics will be constructed. Smart Grid is inseparable from support of the information and communication technology. Power ICT covering the information exchange of entire grid is the foundation of achieving power transmission efficiency, reliability and security. Therefore, the study of information and communication technology in smart grid has important significance.In this paper, some power information and communication technologies such as optical fiber communication, Power line carrier communications, wireless communications were analyzed. According to the present situation of transmission and service network of electric power communication network in Taiyuan area, some problems of electric power communication network are analyzed, and the characteristics and demands of the business needs of the business in Taiyuan electric power communicationforecast are studied.On the basis of electric power communication network planning objectives and technical principles, plans to construct the optical fiber communication network are maked.Based on the network structure optimization and ASON network analysis, the optimization scheme of electric power communication transmission network is put forward; based on the communication of data disaster tolerance system, communication network,dispatching exchange network analysis, network management system, communication terminalaccess network construction, the construction scheme of electric powercommunication business network is proposed.Finally, from two angles of overall planning effect and social benefit analysis, the effectiveness of electric power communication network are analysised.
