There is only one alone single500kV line connecting Hainan power grid and China Southern power grid, and the weak structure leads to the risk of isolated operation caused by unplanned outages. In addition, Hainan power grid is typical of a large machine and small networks. The Energy policy and resource limitations make it have an unbalanced power distribution which results in a poor ability on risisting the risks. The unbalanced power distribution can not only make the arrangement of the operation more difficult but also increase the likelihood of the grid splitting operation under the extreme fault event. Therefore, conserdering the factors of big machine small network and typhoon climate, there is a need to put forward Hainan power grid emergency operation plan under special circumstances especially under isolated operation in the western region of Hainan. Proposing appropriate black-start program for the whole network blackout accident is conducive to improve the ability of responding to natural disasters and avoiding large-scale power outage, which has important practical significance on improving the reliability and stability of the grid.This paper studies the relevant factors of black start operation mode in Hainan weatern grid from the aspects of the transformer inrush current, generator self-excitation, over-voltage and the tie point selection of the system. On this basis specific embodiments are proposed under black start operation mode in western region of Hainan power grid. Selecting a reasonable black start power according to the actual grid structure to form the initial plan, and then checking and assessing the black start path under different power supplies. In the last the final selection of the optimal path is formed and the specific implementation process in the western region of Hainan black-start program is elaborated.For the structure characteristics in the western region of Hainan power grid, the characteristics of isolated operation is analyzed. Considering the changes of the grid structure in isolated operation, unit boot mode, predictions of the important load and the statistical results of line failure probabilities, isolated operation program conforming the actual situation in the western region of Hainan power grid is proposed and the appropriate technical safeguards is established to ensure the safe and reliable operation of the power grid in the western region of Hainan.
