In the twelfth "five-year" period of china, The State Grid Zhejiang electricity power company will invest82.3billion in the construction of ten500kV substations, one hundred and nineteen220kV substations and six hundred and thirty110kV substations. Along with the rapidly construction of these projects, it is urgent to enhance the level of cost management, which is the key to have greater benefits. It is necessary to have a further study of power grid construction projects cost management system, management method, management flow, organizational structure and evaluation system, which need to be adapt to the new situation and new changes and to constantly strengthen the delicacy management, control the cost and reduce operation pressures.This paper use the internal control theory and evaluation theory to analyze the practical work of Zhejiang power grid cost management which analyzes the content responsibility, organization and processes of cost management. This paper mainly includes the whole process analyses of project cost management, quota management analyses and team construction analyses. Also these is a detailed analysis of the internal control evaluation system for the reality demand and put forward the Zhejiang power grid construction project cost management evaluation systems. Using the analytic hierarchy process to calculate the index weight, which will be helpful to strengthen the internal control of grid projects and cost management and improve project investment benefit.
