With the development of China’s economic, power grid construction and other basic industries also get a rapid growth. China will invest a lot of money during the "Thirteen Five" for power grid construction in order to accelerate the development of basic industries. Local Power Company are expected to invest hundred billion dollars a year in power grid construction. Under the background of the rapid development of China’s power grid construction, how to strengthen the cost management of power grid projects and improve the efficiency of project investment management become one of the important issues in the management of power grid projects.On the basis of the above problems, the author chooses this subject, that is, research on the engineering cost control of the whole process of power grid construction projects. Firstly, this paper introduces the development status of China’s electric power industry and the research background of engineering cost management in power grid construction. It describes the theoretical basis of this study and literature reviews, and also sums up domestic and foreign scholars’research. This article summarizes the main content that various stages of the whole process of power grid construction cost management. Combining with the previous research results and the author’s research, this paper puts forward the main methods of project cost control in the decision-making, design, bidding, construction and completion of various stages of power grid construction project which forming a evaluation system. In this paper, AHP is used to carry out the index weight and the method of fuzzy comprehensive evaluation is used to solve the problem. We take W project in S province as an empirical study to find out shortcomings in the work of engineering cost control. Combining with the method of cost control system and evaluation, the author put forward the main points in all phases of the project cost control and suggestions.Through case analysis, this paper verifies the effectiveness of the evaluation system, and combines with the case evaluation results to put forward the measures and suggestions. The results shows that the evaluation system of this paper has a good effect on the whole process cost evaluation of power grid construction, and it has a certain reference value in other fields.
