Research On Comprehensive Evaluation Of The International Seafarers Competency

Transportation plays an important role in the development of national economy, especially the maritime transportation which is a top priority. But with the rapid development of maritime transportation, the maritime accidents also emerge in an endless stream. After analyzing the causes of the sea accidents, a large part of the accident was due to the effect of negligence, errors in the work, or mismanagement etc.As one of the important factors affecting the navigation safety at sea, seafarers get more and more get attention of people. So that the International Labour Organization (ILO) issued the Seafarers Identity Documents (SID) in1958,and in1978the International Maritime Organization (IMO) issued the International Convention on Standards of Training, Certification and Watch keeping for Seafarers(STCW), which provides the contents of the competency, the competency requirements and the competency standards of seafarers. These documents and standards increase the level of the seafarer from all aspects, so that the seafarers are in accordance with the international seafarer competency standards.This paper makes a comprehensive evaluation on the competency of the seafarer. First of all, based on clearing the responsibility and competency requirements in different departments and different levels, this paper analyses the influence factors on seafarers’ competency. These factors were summarized to four aspects, including the business level of seafarers, the ideological qualities, the psychological qualities and physiological qualities, which construct the seafarer competency evaluation index system comprehensively. Then determine the weight coefficient of each competency evaluation index by using the method of analytic hierarchy process. Finally use the method of fuzzy comprehensive evaluation to give the comprehensive evaluation of the seafarers.The effective and reasonable evaluation of the seafarer competency is advantageous to the seafarer management personnel in shipping companies to understand whether the seafarer is suitable for navigation of not, which provides a theoretical basis for seafarer management personnel to select and evaluate seafarers. In the long run, the effective evaluation can also help to reduce the disaster accidents caused by human factors, and improve the safety of maritime transport.
