Recent years, the Ordos communication networks develop fast with the development of power networks. And it becomes a comprehensive communication networks with fiber as major and digital microwave, carrier, satellite as auxiliary. Zhanggangtu substation is newly built as220kV public station; it must be controlled by Ordos regional dispatching and Inner Mongolia central dispatching. It needs large transmission channels, so this outside optical project is very important. There are two major design scopes, one is the design of fiber communication transmission system between Zhanggangtu and Buridu, Subei, Tuhudai, and another is the design of optical fiber paths from Buridu-Tuhudai path, Buridu-Subei path to Zhanggangtu.Pretty design is just one aspect of a big project, evaluation is also absolutely necessary. Comprehensive Evaluation can provide scientific and reasonable implementation plan, and it is significant for improving project decision-making level and investment benefit. With the development of Ordos’s market economy system and electric power system, effective utilization of Comprehensive Evaluation Theory can enhance the scientific and normative of the project decisions. At the same time, Comprehensive Evaluation Theory can also ensure stabilization of power project.This paper is well designed based on the12th five-year plan communication part of west Inner Mongolia, it takes cable laying conditions and access point position, in the meantime, it builds a Comprehensive Evaluation model for Zhanggangtu optical fiber communication engineering, and it uses Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation method. It evaluates economic benefits, social benefits and environmental effect, and determines the impact of this engineering combine with scorecard. The comprehensive evaluation of the Zhanggangtu substation project provides an important reference to the similar project in Ordos or the whole Inner Mongolia.
