China takes the first place for hydropower resources. Distributed energy such as small hydropower will face a great chance of development with depletion of traditional energy and the awareness of environment protection. The safe and economical operation of distribution network attracts widespread attention as a large-scale of clean energy connecting to it. Active distribution network (ADN) could make efficient use of distributed power and other legacy facilities by effective management of controlled resources in the network. ADN can take various factors into consideration and make a global optimization, so that the power network can run in the most economical operation on the basis of the security of the network. ADN is designed to address the problem caused by highly feed-in distributed power and improve the controllability of power network, which plays a crucial role for the development of distributed power.This paper focuses on power management of the ADN which connected to a large-scale of small hydropower plants. Sensitivity analysis is used on qualitative research of the influence on voltage caused by the change of nodes inject active and reactive power. A voltage regulation strategy of integrated active power, reactive power and OLTC regulator is proposed. Considering of operational cost, trade cost, depreciation cost, line-loss cost and environmental cost, an economic dispatching scheme is put forward in view of seasonal effect of hydropower and time-of-use electric price. Considering of voltage regulation strategy and economic dispatching scheme, the comprehensive optimization objective is built by adopting subordinating function judgment and analytic hierarchy process. This paper also makes a whole process optimization of power management of ADN by introducing differential evolution algorithm of dynamic analysis to solve optimal power flow. By analyzing two cases of typical distribution network, the result demonstrates that the voltage regulation strategy could improve the level of operation condition when distributed power is highly feed-in and without worsen the voltage quality. And power management of the ADN enables a better voltage quality and more benefits of environmental protection but a lower cost at the same time.Power management of the ADN achieves the goal of smart controlling and optimizing of distribution network which connected to a large-scale of small hydropower plants. And that gives a strong support when it comes to a highly feed-in of distributed power. Research has important theoretical and practical value.
