In recent years, with the rapid development of the local economy, the construction scale of power grid is enlarging, the construction speed is accelerated year by year. Therefore, innovation of operation management mode is urgently need. The state grid of Baiyin Company actively promoted a novel operation mode intergrading dispatching and control to make its power grid intensive, lean-oriented and standardized.The main responsibility of dispatcher is to ensure the economy, security and stability of power system operation. It’s a great challenge for them to handle the increasingly expanded and complicated power grid. Under the new power grid operation mode, more and more tasks will be accomplished directly through the remote operation. Traditional SCADA system does not completely meet the requirements. In daily work, the main function of this system is focused on data acquisition and supervisory control. It does not monitor the whole process of security constraints on the remote operation. Reliable and accurate remote control wholly relies on the conscientiousness of dispatchers, which may be threats to the security and stability of power system. Besides, it’s hard for dispatcher to find out if their remote actions will potentially destroys the power grid. In consequence, it is of great practical significance and value for researching and development of network-based control system of remote control operation.This system is actually a kind of software verifying remote control process for the Baiyin power grid system model and real-time data. When the monitors accept remote instruction from the dispatcher through the intelligent anti-misoperation system, the whole process of remote operation is safely controlled. It can effectively avoid the misoperation of events. The system is based on the theory of multi-agent, analyzing the real-time data of Baiyin power grid, using object oriented grid topology modeling method based on interval analysis, fully drawing on the pros and cons of domestic and foreign research results. In the process of building this system, the software and hardware modules are designed. The functions and implementation of various subsystems are clearly described. Considering the current pattern of international energy situation, further advice for the system and its development is proposed.
