A Study On Evaluation Of River Regulation At Tou Daogou In Xingcheng

Rivers were seriously disturbed by man for the past few years. Damming, branching, straighting, solidifying the nature river had changed its natural appearance and water circulation. These will cause water degradation, structural damage, riparian vegetation degradation, river ecological system damage, aquatic environmental degradation and so on. Rivers, the channel and container of the water environment vehicle, its regulation results will influence themselves and surrounding. Above all, river regulation play an important role in improving the river environment and meeting the demand of human life.River regulation is a gradual process. At the same time, there must be a scientific, systematic and comprehensive evaluation methodology to estimate the governance effection. In this paper, by analysis regulation measures and its configuration of Tou Daogao river, summarizing multifunctional regulation mode of small watershed. According the expect result of each regulation, select evaluation index and set up the evaluation index system. Last, make the comprehensive evaluation by AHP from function effect, ecological effect, hydrophilic effect and landscape effect.This study established a evaluation index system and the evaluation criteria which suit for northern soil river governance.Preliminary evaluation results show that:(1)Function effect assessment, flood control measures damage rate (7points), the highest scores for river flood function with the preliminary protection, but in the future every time after the floods, inspection and maintenance of related departments to do flood control measures, ensure the safety of the measures performance, guarantee the personal and property safety of surrounding residents.Storage capacity and moderate rain flood resource utilization score (5points), held basic reservoir dam engineering function to meet, the use of flood resources guarantee the TouDaoGou watershed farmland irrigation water demand and solve the problem of the villagers of drinking water, at the same time for the water aquaculture, improve the benefit of the local economy.(2)The evaluation of ecological effects, water continuity (7points), the highest scores are due to the effect held set of gate dam engineering, make the river have enough in the mutagenicity of water storage to ensure the continuity of water;Plant diversity scored lowest (3points), it is because in the late TouDaoGou river, related management department and the management and maintenance without vegetation on the Banks of the river, causing riparian habitat ecological conditions are relatively poor, but the overall level is still higher than did not reach for governance.(3)Hydrophilic effect evaluation and landscape effect, the indexes evaluation scores and relatively average score is higher, especially the satisfaction and landscape the two esteemed by the score evaluation index of the masses, that in the process of governance, due to the hydrophilic facilities and landscape facilities into, make TouDaoGou river to become a pro level of entertainment for nearby residents, tourists and tourism landscape, by the broad masses of recognition.(4)TouDaoGou river overall weighted comprehensive evaluation result is3.014, the governance effect of comprehensive evaluation index for a good grade, explain TouDaoGou river governance at present stage in the functional effect, ecological effect, hydrophilic effect and landscape effect has been achieved good results, while keep its flood control safety, realizes the multi-purpose development governance, management and maintenance of follow-up work also need to be attention.
