With the rapid development of global social economy, construction enterprises arefacing social, technical, economic and policy environment which is becoming more andmore complex, the requirements in construction projects in all directions areincreasingly high as well. In such cases, only if by improving self-ability of projectsmanagement, can the enterprises complete construction projects of higher quality andhigher standards, and can they become more competitive. When compared with foreigncountries, our country’s project management level is still having a big gap. Therefore,solving existing problems in project management of construction enterprises pointedly,and enhancing the project management capabilities, has a very important significanceon the development of Chinese construction enterprises and the answer to theinternational competition.This paper first describes the research background and significance, and conduct asystematic review on theory and capability of project management combined withdomestic and foreign scholars’ research achievements, thus laying a theoreticalfoundation for the evaluation of construction enterprises’ project management level.Secondly, combined with the current situation of Chinese construction enterprises’project management, this paper gives an analysis on the characteristics and requirementsof construction enterprises’ project management capabilities in complex environment,and on the necessity of introducing project management capability assessment undercomplex environment.Then, based on following selecting principles of evaluation index system,combined with the complex environment the construction enterprises are facing with,and the factors affecting the project management capacity of construction enterprises,this paper constructs evaluation index system of construction enterprises’ projectmanagement level, and establishes extension comprehensive evaluation model which isaiming at the evaluation and analysis on evaluation index system, from the aspects ofquality control ability, schedule control ability, cost control ability, risk control abilityand coordination ability.Finally, this paper selects the first phase of South Mountain Tunnel under certainconstruction enterprise for case study. Through qualitative and quantitative analysis of the project management capacity factors, and through an extension comprehensiveevaluation on the enterprise’s project management capabilities combined with theevaluation index system and evaluation model, it comes to a conclusion that theenterprise’s project management capabilities are low to moderate. According to theevaluation result, this paper proposes some promotion strategies and suggestions whichare generally applicable to project management capabilities of construction enterprisesin China.
