Research On Project Comprehensive Evaluation Method Based On The Construction And Operation Periods

Bidding is a kind of trading modes of project contracts under the condition of the market economy, and it’s also an effective form of rational allocation of social resources. Bid evaluation is one of the key links in the bidding activities. The quality of the bid evaluation work is directly related to whether the construction unit can choose a satisfactory contractor, and it also affects whether the project’s ultimate goal can be achieved. Therefore, to ensure the fairness and reasonableness of the evaluation work is of great significance to protect the interests of both the bidding and to improve the quality of the project.On the basis of the research of the bid evaluation status at home and abroad, we state the work content, fundamental procedures and principles of bid evaluation, and discuss the existing evaluation methods and their main problems in our country. Aiming at the problems exist in bid evaluation method and combining the quality problems of our engineering, we propose a comprehensive evaluation index system which is closed to the actual project. Which means do integrate consideration of the cost of the construction and the operation periods of the project and combine the technical index and credit index, this can avoid the drawbacks of the principle of selecting the successful tender which offered the lowest in construction period.In this paper, Analytic hierarchy process and Gray-relevancy analysis process were combined to establish the method of Gray-level comprehensive evaluation. We discuss the advantages and disadvantages of the methods of subjective assignment and objective assignment by analyzing and comparing, and Select the Analytic hierarchy process to determine the weight by combining with the characteristics of the project. And do consistency checks to judgment matrix to ensure the consistency of the logic of expert thinking. Then evaluate each bidding program by using Gray relational analysis to obtain the comprehensive evaluation value of each bidding program and realize the optimal choose for the contractor.By introducing engineering bid evaluation instances which use the project evaluation index system of the Combined with the construction and operation periods and the comprehensive evaluation method of Gray-level constructed in this paper to do bid evaluation, we draw a conclusion that the bid evaluation results are different from the comprehensive evaluation method used in practice. And from three aspects that the evaluation system, evaluation standard and evaluation method to further proof that use the index system and bid evaluation method established in this paper is more scientific and reasonable, and it can be used as a new reference for engineering program’s bid evaluation.
