Research Of Evaluation Model And Application For Green Engineering Project Management Based On Extension Theory

Along with the deepening of China’s economic reform, high efficiency, energy saving, environmental protection has attracted increasing concern in society. Green management as a new concept has been added to the the field of project management and it is gradually changing the traditional project management that only keeps eyes on the project’s quality, cost and schedule and neglect of environmental pollution, waste of resources. Especially in the project bidding phase, it is very necessary to judge the green management level of project implementation scheme. Therefore, it is utilitarian and significant to made a scientific and systemic evaluation for the green project management level of enterprise.This study expounds the meaning and significance of the green engineering project management based on the related theory, including extension theory, sustainable development theory, green management theory, green project management theory and research status of green project management evaluation. On the basis of above theories, this paper create the principle and method for the evaluation index system construction of green project management. Then select 7 first class index including:management indicators, technical indicators, economic indicators, environmental indicators, resource indicators, energy indicators, ecological indicators, and 24 second class index including:staffing index, staff training index, information communicating index, green construction management index, stability index in the implementation process, green technique application index, humanized degree index in the implementation process, project cost controlling index, cost for risk controlling index, cost for environmental pollution controlling index, water pollution controlling index, light and noise pollution controlling Index, radioactive pollution controlling index, air pollution controlling index, solid waste treatment index, cost for material index, recovery of circulating material, index application of mechanical equipment index, energy consumption index, energy utilization rate index, green and renewable energy utilization rate index, controlling for work site area index, conservation and utilization of native resource index, original ecological environment protecting index, which construct the evaluation index system of the green project management, and expound the evaluation criteria of each second class index in detail.According to the extension principle, classical field and joint field as well as to-be-evaluated matter element and correlation have been confirmed and green project management evaluation model has been established. With the help of this model, a comprehensive evaluation on project cases is conducted,the evaluation grade of green project management is found by calculation. In the sustainable development perspective, the evaluation result provide the reference and instruction for investor decision-making, and government to implement green construction.
