The construction of urban infrastructure is being gradually reinforced year by year. EPC, characterized by improving the project investment benefit remarkably and better guaranteeing the quality, enjoys more preference and popularity in project management of city infrastructure construction.EPC contractor, according to related law, is decided through bids, but such bidding system contains high risk and is therefore at present not commonly applied in practice because of the great variety of demands from all participants, uncertainty of outer environment and condition the project lies in, and also the lack of relevant and detailed laws and regularities.On the basis of poring to abundant material of EPC bidding pattern at home and abroad, this paper, setting risks of bidding under EPC in city infrastructure as researching object, explores and analyzes the major contents of EPC biding, the difference between traditional and EPC bidding type and the risks of the latter, and simultaneously makes evaluation of EPC biding risks to obtain its influence and occurrence probability,thus to puts them in proper sorts and sequence.Furthermore, the essay establishes a convenient and practical risk measuring and valuing criteria system in city infrastructure construction, presents respective risk factors in four steps in EPC bidding procedure, and proposes related coping measures and controlling strategies; The paper finally explores and discusses risk management in EPC bidding pattern within two specific cases.The essay provides, in a word, references for EPC bidding risk management to proprietors of urban infrastructure constructing projects, hoping to promote and widen the application of such EPC bidding model in city infrastructure construction.
