Research On The Whole Life-cycle Environment Management Of Railway Engineering Project

The railway construction will inevitably have some degree of impact on the environment. In order to minimize the impact on the environment as much as possible, you need to comprehensively manage and control environment railway projects. Previous studies for environmental issues and environmental management of railway projects focused on environmental impact assessment, as well as on a single railway line analysis of environmentally friendly technologies and measures. The main results are as follows:(1) On the basis of relevant literature, we generalized, summarized and analyzed environmental issues for the railway project. By investigating the status quo of environment management, we overall evaluated the performance of environment management of railway projects, summarized the achievements and problems, and to further analyze the reasons for the gap of environmental management. This is the basis of further study of this paper.(2) We construct the multi-level systems of environment management, which include National laws and regulations, industry rules and regulations, project contract and management systems or approaches, the internal rules and programs of project participants, etc. We analysis of the main content of the environmental management system at all levels, status and relationships with each other; and discuss how to ensure the implementation of environmental management systems play an active role positively.(3) Based on government, market and social organizations, we construct multi-dimensional organization systems of environment management for railway projects. We analysis various types of tissue architecture, environmental management responsibilities and its decomposition, to further explore how to improve the railway project environmental management organization system. (4) Accordance with the provisions of railway construction procedures and management practices,we explore the contents of process management for environment based on the whole life-cycle of railway engineering project which is accord with the phases of preliminary decisions, survey and design, completion and acceptance, operations post-evaluation,.
