With the development of country’s economic, the needs of chemical products and energy sources are increasing rapidly. Refinery chemical engineering construction is developing vigorously on a national scale. Due to its own technological features, refinery chemical engineering construction has large investment scale, a wide range of participated contractors and large numbers of participants. At present, PMI propose Project Management Body of Knowledge (PMBOK) and its frame. The PMBOK divide project management into nine knowledge and five process groups. In recent years, its organization, coordination and controlling are proceeding operation according to the CNPC’s rules. We mainly focus on the quality, HSE, cost, schedule, manpower resources, purchase and communication. So, how to control process and make management are important for the refinery chemical engineering corporation.The thesis analyzes and do research on its theory, methods and technological process through the management of general contractor. The thesis states the feasibility and necessity of construction enterprise project application. Taking Qatar’s project-Ras Girtas as an example, we state the key emphasis in work in the management of foreign projects with the combination of the real situation. Taking Qatar project as an example, we probe deeply into management of project and explain its working process and key points.The thesis states the application way of domestic localization specialty management with the foreign construction. It realized the application of flat management in an international management. It states the important influence from aspects of concrete management mode, construction target and the developing and controlling of project management working process and project implementation result. It will realize the features of construction project through the management of working process. We hope it can absorb and create the new concept and knowledge in real project management. So we conclude the advantages of flat management operability, suitability and effectiveness in contractor’s project management. At the same time, it reflects the big difficulty and high ability of leaders in flat management mode indirectly with the combination of problems in real process of management. We will draw lessons from the past and improve insufficient.
