Water, an important natural resource for human progress and social development, is notonly one of the most active and influential factors in ecological environment system of plantsand animals but also a basic condition of the regional economic development andimprovement of people’s living standards. Owing to the world’s water crisis and shortageallocation imbalance and water resources and aggravating water pollution in China, thebalance of supply and demand analysis of water resources seems particularly important.Yangling, as Agricultural High-tech Demonstration Zone in China, its problems of waterresources shortage have become increasingly prominent because of the water contradictions inindustries, living and agriculture and surface water pollution.ased on the summary of domestic water resources supply and demand balance theory, thearticle carries on the appraisal to the water resources in Yangling according to the analysis of"Route Theory--Qualitative Analysis--Auantitative Research--Suggestions". Followingthe principles of sustainable development on the basis of the balance of supply and demandanalysis of the current situation of2010, the author analyzes the forecast of water supply anddemand in2020and2030and puts forward the optimal allocation reasonable suggestions ofwater resources, obtaining the following results:1. In a current year, the total water was33380000, such as3060000m3in town,710000m3in rural,2570000m3in industries,21860000m3in agricultural irrigation.2. According to the economic development and ecological and environmental waterrequirements in Yangling demonstration Zone, its water demand of the national economy willcontinue to grow in the next20years. Under the basic scheme, the need for water in2020willbe53110000m3and54300000m3at the50%and75%guarantee rate, and54920000m3and56110000m3in2030. And under the recommended scheme, the demand in2020will be50220000m3and51410000m3at the same rate, and51380000m3and52570000m3in2030.3. In southern plains, its water economy has increased rapidly, but because of twoprojects "Yin Han Ji Wei" and "Yin Shi Guo Wei", its water supply capacity will increasemore. On the basic conditions, two guarantee rates both will appear larger gap between supplyand demand in2020and water shortage will reach between157-309million, while in2030itssupply will fully meet the water requirements. And on the recommended conditions, itssupply of water source project in plain areas can basically meet the requirement at the same two guarantee rates, whilst only at75%guarantee rate, there will be a shortage of water in2020with the amount of1180000taking up just4%at the lack of water rateAccording to developing and utilizing water resources, the author finally determines theconfiguration scheme of water project by combining of water supply project and coordinatingwater use in industry and agriculture and allocating the surface and ground water rationally.
