In the construction process of smart substation, due to the continuous applicationof new technologies, test standard of secondary equipment performance and theoperation performance evaluation standard system not being established, and lack ofoverall evaluation method, the performance level of smart substation secondaryequipment cannot be reflected comprehensively and scientifically. For evaluatingcorrectly secondary equipment performance in smart substation and providing reliablebasis for operational management, it is urgent to search a secondary equipmentperformance evaluation technology, and then form a full performance evaluationscheme.Firstly, based on the affecting factors and the actual problems from the operators,this article selected the main aspects of the secondary equipment performanceevaluation index system, and then established the different performance evaluationindex systems according to the characteristics of different types of equipment.Secondly, through comparing and analyzing a variety of methods, this articleused the Analytic Hierarchy Process (AHP) to calculate the initial weights of theperformance evaluation indexes, and then the variable weight theory was introducedto modify some indicators; it introduced the weight calculating process after variableweight theory being introduced. The weight calculation model can both retain thequalitative and quantitative advantages of the AHP method, and also absorb thecharacteristics of the variable weight theory which giving attention to the performancelevel configuration which index value is about performance indexes.Thirdly, this article analyzed and selected comprehensive evaluation method ofsecondary equipment performance, used the fuzzy comprehensive evaluation methodto calculate performance evaluation, established a secondary fuzzy comprehensiveevaluation model, and calculated membership degree by using fuzzy membershipfunction of normal distribution. Combined with the weight value get by AHP methodand the variable weight theory, fuzzy comprehensive evaluation method was appliedto intelligent terminal performance evaluation.Finally, on the basis of the complete secondary equipment performanceevaluation system in smart substation, this article used modern network technology todevelop the performance evaluation system. The system can provide informationsupport for the secondary equipment performance evaluation work in smart substation,at the same time, provide data base for enterprise equipment selection etc.
