The development of intelligent substation technology is more and more mature.The station equipment status information acquisition is more convenient.Supporting regulatory system is more and more perfect.It provides an opportunity for the improvement of the Secondary equipment management and operation and maintenance mode.Reliability and economy are the basic requirements of the secondary equipment of power system.Risk is a measure of reliability and possible loss.High efficiency is the basis of ensuring economy and reliability.Considering the three dimensions of risk effectiveness cost,the secondary equipment comprehensive evaluation is the implementation of asset life cycle management to further improve the level of equipment operation and maintenance management.Therefore,this paper establishes the cost decomposition model,the health condition evaluation model,the risk assessment model and the performance evaluation model of the Secondary equipment.On the basis of this,the paper puts forward the risk effectiveness cost model(REC)of multi dimension evaluation of the Secondary equipment.The evaluation model is integrated into the Secondary equipment power management system.The system architecture,data flow and system function are designed,and the optimization strategy of risk effectiveness cost is put forward in the Secondary equipment operation and maintenance.The cost components of the two life cycle are analyzed.The life cycle cost(LCC)decomposition model of Secondary equipment is proposed.According to the current situation of financial management and operation and maintenance,the LCC estimation model of the Secondary equipment is established.And select the LCC evaluation index to measure the cost of equipment.With the development of the intelligent in Secondary equipment and the change of the communication mode,the real-time state of the Secondary equipment in the intelligent substation can be monitored online by the self check information of the equipment and the data of the network analyzer.The fuzzy comprehensive evaluation model of the Secondary equipment health status was established based on the information of the historical operation information,the real-time monitoring information and the environment,etc.According to the normalized information,the fuzzy membership function is used to realize the fuzzy quantization of information.The subjective and objective combination weighting method is used in the model,which is based on the combination of analytic hierarchy process and entropy method.It is helpful to reduce the error of weight determination.Taking into account the risk that the serious information is easy to be submerged in the traditional weighting process,this paper puts forward the weight correction mechanism.When serious information occurs,the weight correction mechanism is beginning to play a role.According to the number of serious information,it can redistribute weights.The two exponential smoothing prediction method is used to predict the trend of state information in one step,and the error of the result is modified by the prediction results.The fuzzy membership degree of the state evaluation result is transformed into the 0~100 score and the corresponding state grade is determined by the established transformation formula.According to the empirical formula,the function relation between state score and equipment failure rate is established.The Secondary equipment risk assessment can be realized by using the real time failure rate and possible loss.Compared with the traditional method,the validity of the fuzzy comprehensive evaluation model and the risk assessment model are verified by the example.Based on the study of the Weapon System Effectiveness Evaluation Method,this paper evaluate the effectiveness of secondary equipment.Effectiveness evaluation performed on power system equipment use ADC Effectiveness Evaluation Method.A model is established for the 3 dimensions of availability,dependability and inherent capability of the equipment in the course of operation of the secondary equipment.The expressions of availability and maintenance degree are derived,and the simplified calculation method of availability matrix is put forward.The state equation based on Markov process is established to solve the two state transition probability matrix.Extracts from the board level indicators established inherent ability index system of secondary equipment.And typical for smart substation equipment-merging unit,verify the model.This paper analyzes the gain linear weighting method and the nonlinear weighted synthesis method,and proposes the gain nonlinear weighted synthesis model.The REC evaluation model is established based on gain nonlinear weighted synthesis method.Cost decomposition,risk assessment,performance evaluation offers a large amount of production data as the basis,from the reliability,efficiency,economy three angles,construct a risk of secondary equipment-Efficiency-Cost Evaluation multilevel model.Depending on the needs of operating personnel,according to the device level,station level,different grid levels and different types of equipment and other multi-level evaluation.Depending on the operating requirements of the grid,risk,performance and life cycle cost of the priority order,establishing running boundary conditions to determine the status of the integrated level of secondary equipment.Using the utility function method,the establishment of the multiplier factor,each index calculated by multiplying the actual physical meaning of the evaluation results.Through the examples of the South the grid verification,evaluation method proposed in this paper is easy to implement and can be accurate.Fully reflect the integrated state of the secondary equipment.The system structure,data flow and function of the secondary equipment evaluation management system are designed and demonstrated.The method of mufti dimension integrated operation and maintenance is put forward.Under the premise of the priority of risk control,the sensitivity analysis method is used to analyze the relationship between efficiency and cost.The idea of reducing the random cost and improving the level of equipment operation and maintenance.A practical optimization strategy is proposed based on the change of high sensitivity index.It helps to improve the operation and maintenance mode.The research content of this paper is of great significance to guide the whole life cycle management of power grid enterprises.The original scattered multi dimensional data together,and the establishment of a comprehensive evaluation of the state of the equipment,which provide data support for the decision making of the whole life cycle management of the Secondary equipment selection,design,operation and maintenance,retirement and scrap.Currently based on the REC model of the system has been successfully run in Power Grid Corp.
