Ancillary services are the necessary measures to make sure that the powersystem can operate safety, high quality and economically, so that the power productcan be qualified products, and it’s an important part of power system reform inChina. According to the Southern Power Supervision Bureau promulgated the"implementation of the management of ancillary service in southern region gridpower plant rules" and "implementing the South Regional Power Plant gridoperation management regulations"(hereinafter referred to as the "two rules") thespirit of the document, power dispatch center need to examine the ancillary servicein power plants.On the one hand, the assessment information which released by dispatchingcenter has a certain delay, so the power plant is lack of effective means to makereal-time monitoring and analysis of daily auxiliary service; on the other hand,because the data acquisition, data transmission delay and any other reasons, thedispatching center assessment system has many difference in power frequency,inconsistency with power plant, so that the power plants auxiliary service wasmistakenly test cases have occurred frequently Therefore, the power plant needs anauxiliary service evaluation system which have the ability of real-time monitoringand management to make the power plant user can understand their own powerplant auxiliary service operation and the appraisal of the situation, and can taketimely corrective measures when unqualified in order to improve the qualified rateof plant. If there is an error evaluation, Power plant operators can use its ownsystem data as the basis to apply for reducing or exempting from inspection. Basedon this background, this paper makes a careful analysis of the implementation of thepower plant auxiliary service in Yunnan Province and develop the ancillary servicesevaluation system of power side to help power plant to real-time monitoring andmanagement its own ancillary services..This paper first analyzes the research status and development trend of domesticand foreign electricity market and ancillary services, and summarizes someproblems which existing in our current auxiliary services, then after a depth study ofthe knowledge and auxiliary service and according to the situation of the implementation of the ancillary services in Yunnan province. Mainly introduces thecalculation method of FM, AGC, power plan and any other auxiliary, quantitativecalculates single auxiliary service assessment or compensation costs. On this basis,combined with UML (Unified Modeling Language), the detailed analysis andrefinement have been made about the requirement of auxiliary service evaluationsystem. After this, define the actors and use cases of system, then make acomprehensive modeling and analysis from several system static structure modelsand dynamic model and other aspects. Then from the overall framework,implementation, characteristics and running effects of the system are introducedcomprehensively.This system has been officially put into operation in11thermal power plants inYunnan province and its running effects are good. The results show that this systemcan make the power plant operator to understand its auxiliary services runningsituation in a timely manner and provide strong appeal in the case of errorevaluation, and has played a positive role to promote the power plant to improvequality of ancillary services and economic efficiency.
