Research On Control Strategy Of Rural Spatial Reorganization In Water-net Area Of Southern Jiangsu Province From The Perspective Of Ecological Preservation

Under the background of the integration of urban and rural development, rural spacein water-net area of southern Jiangsu province is undergoing a comprehensivereorganization. Water-net area of southern Jiangsu province which abounds in lakes has theecological characteristic of vulnerability and sensitivity. Maintaining a healthyenvironment is essential for regional development. However, the area produces someecological problems which can’t be ignored in the process of rural spatial reorganization.Therefore, the research emphasis of this paper is that how to control the rural spatialreorganization from the perspective of ecological preservation, in order to guide theecological development of rural space.First of all, this paper further analyzes of the main factors of current rural spatialreorganization based on the evolution of rural space in water-net area of southern Jiangsuprovince, and sum up three present modes of rural spatial reorganization in water-net areaof southern Jiangsu province.Secondly, this paper analyzes the problems and causes of the present rural spatialreorganization in water-net area of southern Jiangsu province from ecology, sociology,planning and other multi-disciplinary perspective. This paper indicates environmentalproblems arising from rural spatial reorganization. It uses interest game theory to analyzeof ecological benefit between stakeholders involved in the rural spatial reorganization, anddeeply analyzes of the ecological interests contradiction in the process. Then it points outthat the deficiency of current planning is an essential cause of rural ecological problems.Finally, combining with the principles, this paper puts forward three control strategiesfrom the aspects of rural spatial layout, planning operation and safeguard mechanism:①Based on ecological security pattern which is constructed with using the landscape ecologytheory, the paper puts forward the optimization models of the rural spatial reorganizationand the optimization measures of the ecological support system in order to carry outecological preservation.②The paper carries out the planning function of coordinatingecological benefits from three aspects of planning decisions, planning operations andplanning management.③In order to maintain environmental justice, the paper putsforward safeguard measures from system construction and establishing platform.
