At present, with the rising number of bridges, increasingly aggravating traffic load onbridge, and the function and influence of external environmental various factors, traditionalmanagement methods based on experience cannot satisfy the requirement of the existingmanagement. So the scientific, systematic and normative management methods are in urgentneed of managers to develop. Then the bridge management system is developed to ensure thenormal operation of the bridge structure by running state of it for effective management at thehistoric moment.Bridge management system is an interdisciplinary science. In the bridge managementsystem, assessment of the existing state and prediction of the future state are very importantcontent for the existing bridge’s structure. In this paper, several important links in the bridgemanagement system are choosed as the research object, and the degradation of nonlinear modelof bridge panel, long-term cost calculation model of bridge components and bridges sortingmethod of network-level based on kernel space cloud model are established according to therelated knowledge of probability theory and economics. This paper mainly studied thefollowing three aspects:(1) The bridge state level assessment and bearing capacity evaluation are stated accordingto the different evaluation indexes in the clue of the process of bridge management system, andthe technical condition of bridge is analyzed by prediction model respectively based on Markovprocess and Semi Markov process. Then the comparison with bridge state index deteriorationmodel, the nonlinear degradation model introduced in the existing literature is done. At last ofthe structure of bridge panel is established. Meanwhile, during the service of bridge panelstructure, the formula of state change rule of index at any time is deduced in the case ofpreventive maintenance strategy.(2) Based on Markov forecasting process, a bridge component cost calculation model for along time is established. And the theoretical framework of minimum long-term cost and failurecost calculation is established based on the iterative principle. And then based on the matlabplatform, computer software integration to calculate the cost of long term is developed, whichcan calculate long-term cost of a component in all states with GUI and provide the basis formaintenance decision-making effectively by analyzing the cost curve graphics for a long time.At last, the model of the life cycle cost is established based on the degradation process of thestate index of bridge deck panel.(3) Finally, the content of the bridge maintenance decision-making has been described anddefined. And a planned model of network-level bridges decision-making is set up. Thenthe maintenance costs and reference variables of the current technical conditions are confirmed as the decision factors of network level maintenance, and the sorting method combined theoptimal core space with uncertainty representation method of cloud model, so that themulti-objective scheduling model of network-level bridge is established, which can make thelimited maintenance funds play the best economic benefits and social benefits.
