| Enhancing the equalization of basic public services is one important direction for ourdomestic development. Rural road as a basic public service project for traffic transportation isrelated to the essential legal right and actual need for the people from rural area. Currentlyeach division government in our country is gradually transforming from quantity to qualityfor rural road construction, which reflects the wish of the common people. Focusing onpeople’s living, equity and justice, realizing regional equal development has become thefundamental target for rural road investment and construction. This thesis firstly introducedthe definition of the regional rural road equalization based on public service theory. By theelaboration of equity and equalization, it clarified the basic implication for regional rural roadequalization, such as all rural civilians should have an equal right to share the total rural roadamount. Secondly, this thesis introduced a systematic indicator to judge the level of the ruralroad equalization, which selected the agricultural land area, rural population as the basic inputto calculate the corresponding density by dividing the rural road mileage, adding the degree ofsatisfaction from rural people as a weighted value, through geometric mean method to get itand use it to analyze and evaluate the regional rural equalization status. Thirdly, this thesisselected the year2006and2012as two time spot, adopted the rural road construction figure,agricultural land area, rural population and rural people satisfaction degree from eachprovince (autonomous region, centrally administered municipality) to start the exampleanalysis, by using static indicator analysis and dynamic cluster analysis to give a specificcalculation and evaluation. Finally, this thesis raised the policy suggestions and constructionthinking for domestic regional rural area equalization by the real examples. |
