Research On The Development Of PPP Project For Promoting Rural Road Network Project In Jinan City

In the report of the Nineteenth National Congress of the Communist Party of China,a new development direction was defined for rural construction,and a "strategy for rural revitalization" was put forward.According to the core idea of this important deployment,rural economy needs to be vigorously developed,which puts forward higher requirements for the construction of rural infrastructure.Among them,the construction and maintenance of rural highways are for agriculture.The connection between villages and the outside world,bringing in and going out,and promoting capital circulation play a key role.Moreover,rural highway construction,on the one hand,can help rural economic development,improve the living standards of farmers,on the other hand,can effectively promote the coverage of the national highway network,making roads more unimpeded.However,in the process of rural highway construction,government investment alone is far from enough,so the introduction of social capital to carry out the PPP model of rural highway construction projects.Compared with the traditional construction projects,PPP mode has a series of problems,such as multi-party participation,huge investment,long return cycle,uncontrollable factors,unscientific risk sharing and so on,which lead to project suspension frequently.Therefore,it is imperative to propel the process of rural PPP projects reasonably and efficiently and put forward effective solutions.Imminent and imminent.In this paper,Jinan City as the research object,through literature analysis,summarized the status quo of research,from the concept of Rural Revitalization and rural highway PPP,combed the relevant theory,Jinan Rural Revitalization and rural highway PPP project development status analysis,summed up the current Jinan in rural highway PPP project.It is difficult for the government to invest in time,the social capital is not in place,and the project financing is difficult.The construction process is hindered because of the dismantlement hindered and the construction progress delayed.The low standard of rural highway construction and maintenance subsidy and the poor maintenance consciousness result in the farmers' lack of maintenance responsibility.A series of problems,such as the poor maintenance of village roads,are analyzed and summarized as follows: the financial capacity of the government and the strength of social capital affect the availability of funds;the changes in the implementation process of the project affect the project process;the lack of cost and maintenance awareness affects the maintenance effect,and then draw lessons from it.Some cities' practice on PPP projects of rural highway puts forward the improvement measures: from the government's priority and orderly promotion,social capital's ability to do things,encouraging financial institutions to increase investment in projects of Rural Revitalization strategy,making local governments,social capital,financial opportunities.To improve the slow progress of PPP projects in Jinan's rural highways,the government should adjust the planning properly to speed up the procedures of relevant departments,the management and maintenance of the PPP project of Jinan Highway will be promoted from three aspects: increasing the input of resources,establishing and perfecting the management mechanism and optimizing the utilization of relevant funds,so as to make the rural highway develop healthily.
