With the growing increasingly tense situation of global energy and climate prob-lems, and a rising trend of oil consumption and CO2emissions, many kinds of energysaving solutions were put forward and implemented. Under the global environment,the CO2emission of transportation, especially small vehicles (automobiles and lighttrucks) accounting for almost62%of its emission, accounted for almost quarter pro-portion of the whole CO2emission. Electric vehicles as a kind of CO2zero-emissionalternative transportation and electricity as a money-saving method compared to thepetrol, had made the electric vehicles become one of the most efficient ways to solvethe global energy and climate problems under no doubt.Firstly, having researched on overseas and domestic relevant development situa-tion, this paper figures out the existing and potential problems about the developmentof electric vehicle industry. And the crucial point of EV industry promotion lays instatus of its supporting facility, especially in the electric vehicle charging stations.Obviously, since a new industry emerges always with large amounts of problems, thefirst-step investment on electric vehicles or its charging stations becomes a―chickenand egg‖dilemma. Though AHP on four options of electric vehicle charging stations planning,we can draw a conclusion that fast charging is better than home&office charging and batteryswitch station under this situation. Since urban public transportation system including busand taxi played a very important role in the whole transportation, and there was nodoubt that public investment from the government can break that kind of dilemma,many local governments implemented electric bus or electric taxi programs, but be-cause of unreasonable factors on its location-allocation, problems like seeking charg-ing stations were inevitable. And there is no need to discuss the electric bus chargingstation allocation because of its small randomness and its fixed charging location, thispaper emphatically analyses the problem existed in electric taxis through consideringthe queuing system failure and routability procedure, building the P-median Modelwith reliability and cost limitation. It aims at providing a basis on how to locate elec-tric taxi charging stations more reasonable. Meanwhile, through solving a classicalexample by this model and computing it by Matlab functions under different reliabil-ity requirements, we can find the results are feasible. Therefore, this model and its solution that can be used as the basis on locating electric taxi charging stations havepractical implications.
