With the rapid development of economy, society and the continuousimprovement of travel conditions, adjacent cities are increasingly linked, urbanagglomeration and urban circle quickly formed. In urban circles, the close ties amongcities lead to a sharp increase of the passenger flow, as the service frequency ofHighway passenger transport is low and the transfer is inconvenient,so highwaypassenger transport can,t meet the trip demand of the inter-city which is short distanceand high frequency.Gradually,intercity transit became a new way and trend to servicesociety,convenient for dwellers,trip and promot economic development.Combiningthe actual situation of Jinan urban circle,this paper studyed the method to set bus linessystematically.Firstly,having analysed the intercity transit,s feature systematically from fiveaspects,mainly including the intercity transit,s implication and basic form,the basiccondition for running,the difference between the intercity transit and highwaypassenger transport and the urban bus,and the advantage and disadvantage of theintercity transit.Secondly,based on the analysis of the basic principle,thoughts,main contents andsteps of typical methods to set bus networks,combining the intercity transit,sfeature,putting forward a way to set and optimize intercity transit networks based onthe theory of setting transit networks—“setting one by one,optimizing into nets”.Thirdly,based on the comprehensive evaluation system of urban and rural publictransport integration,combining the characteristics of intercity transit,havingestablished a comprehensive evaluation system of intercity transit from three aspectsof the level of technology, service and operation,and having maked the evaluationindexs quantitative.Finally,taking Jinan city circle as an example,having analysed the adaptability ofthe intercity transit in Jinan circle from the actual situation of economy,society,road,and passenger flow.According to the prediction of passenger flow,sdemands,having setted the original intercity transit networks of Jinan circle and thenoptimized it.Having evaluated the net through the level of technology, operation and service,and having assigned the passenger flow by TransCAD.
