In the urban development process, urban traffic safety, hardly and direct, threaten thepeople’s life and possession, and had become one of the serious impact of city developmentgrowing problem, in recent years. In order to improve the urban traffic safety level, toimprove the running order, to reduce traffic accidents, to reduce urban traffic hazard to thecity people’s lives, relieve the inhibition of urban development. First of all, based on thewhole urban development process, the analysis to city traffic safety developmentmechanism, especially the resources supply and demand relationship between urbantransport systems and urban systems, the internal structure of urban transport systems, thekinetic mechanism of urban systems the needs of supply relationship with urban transportsystems, as well as security issues in the specific modes of transportation. Finds the natureof urban traffic safety structure, and fundamentally solve the issues of urban traffic safety.In this paper, urban transport system as a subsystem of the urban systems, urbantransport system is a dissipative structure, as well as the structure of the kinetic parametersof transport is a dissipative structures, analyzed the traffic safety issues by three aspects.And respectively, established traffic safety evaluation model by the three angles. Basis onthis, with the whole urban transport, established the essence of modeling for urban trafficsafety.Based the analysis of urban systems dissipative structure, proposed trend entropy forthe gaps in time and space of the demand and supply between other sub-systems and urbantransport, then proposed model for urban traffic safety level. Based on the internal structureof urban traffic system of random interference of supply and demand, proposed trafficsafety entropy for urban transport system level. Based on analysis of the structure oftransportation, proposed mode of transportation safety entropy to characterize the level oftraffic safety.Finally, based on the trend entropy, entropy transport system security, transportationsecurity entropy three levels. According to the principle for the three levels structure, andentropy theory, proposed the nature of urban traffic safety system entropy models. Andanalyze the Beijing city traffic nature of the security.
